60 Affordable Housing Units Coming to Manzanita

Construction is underway at Spruce Point, an affordable housing community set to open in 2026.

(PORTLAND, OR) – It’s not easy to find affordable housing in the thriving coastal town of Manzanita, but a new development by Home First Development and partners CARE Inc., Cornerstone Community Housing and Green Light Housing will provide new opportunities in the near future. Known as Spruce Point, the development will provide 60 units of affordable housing in four buildings. Construction is underway, and new residents are expected in fall 2026.  

“There is a significant need for affordable housing for the local workforce in coastal communities like Manzanita,” said Ben Pray, CEO of Portland-based Home First Development. “People want to work here and live here. With Spruce Point, they will finally have that opportunity.”

As part of the 70-acre Highlands at Manzanita development, located on the eastern edge of Manzanita, Spruce Point will feature four buildings with two- and three-story garden-style apartments. The landscape will incorporate native flora and fauna to complement the forested coastal location, and building cladding will reflect the classic coastal designs found throughout Manzanita and surrounding areas.

There will be one-, two- and three-bedroom units, all with stainless steel appliances, quartz countertops, washers and dryers, and other amenities. The project will meet Earth Advantage Platinum efficiency standards, which reduce the development’s carbon footprint and will help reduce utility bills for residents. Spruce Point will also have a central community building, an outdoor plaza and a beach-theme playground.

“This project offers a much-needed opportunity for the people who support Manzanita every day – our teachers, first responders, grocery clerks and hospitality workers – to live closer to where they work,” said Michelle Jenck, outreach and education committee chair for the Tillamook County Housing Commission. “With average home prices over $800,000 and most housing used seasonally, it’s nearly impossible for local workers to find a place to call home. These 60 new units are a meaningful step toward creating a more balanced and sustainable community.”

Twelve of the units at Spruce Point will be available to individuals and families earning 30% of the Area Media Income; the remaining units will be for those earning 60% of AMI.

Home First is partnering with several service partners on Spruce Point, including Cornerstone Community Housing, which will provide rent and utility assistance, counseling and other services, and CARE Inc., a nonprofit social services agency in Tillamook County.

Funding for the $25 million development primarily comes from the OHCS Local Innovation Fast Track (LIFT) program. Additional financing includes grant support from Care Oregon and Tillamook County, and construction and permanent financing from Key Bank.
