OREGON AFSCME LOCAL 2734: Tillamook County Workers Ratify Long-Awaited Contract with Major Gains

Posted on December 22, 2025 by Editor

Congratulations to the Tillamook County workers of Local 2734, who ratified a historic contract with 93% of voting members in favor! They secured some huge economic gains, and completely overhauled their employee handbook to ensure that workers are properly trained and protected on the job.

After ten months of determination at the bargaining table, Tillamook County workers, represented by Oregon AFSCME Local 2734, voted to ratify a contract that will help shape the future of the county workforce for years to come.

This wasn’t just a standard contract cycle. Over the course of the year, the team also bargained a full class/comp study and helped complete a complete rewrite of the Employee Handbook; a monumental effort layered on top of the already-complex economic negotiations.

“This team showed up for every member in our unit, month after month, diving into the hard details and advocating relentlessly,” said Local 2734 President Morgan Niles-Stubbs. “We knew the workload was massive, but we also knew the outcome was worth it.”

Major Wins

  • Due to the extensive class/comp study, nearly 50% of the bargaining unit will receive one or more range increases beginning January 1, 2026.
  • Wage increases: Year 1 – 3%, including retroactive pay from July 2025, Year 2 – 2-4% based on CPI, Year 3 – 2.5-4% based on CPI
  • Increased longevity pay by 2%
  • Increased employer contributions to employee healthcare reimbursements, and no changes to health benefits
  • Added hazard pay for essential workers – $300 per month from November to February annually
Tillamook County Member Voting to Ratify Contract

The agreement was ratified by a XX% vote by all dues-paying members of Local 2734, a testament to the strength, persistence, and solidarity of Tillamook County workers.

“Every improvement in this agreement came from members speaking up, showing up, and standing together,” Niles-Stubbs said. “This is what a strong union looks like.”
