Tillamook County received notice of the resignation of County Treasurer Shawn Blanchard. Ms. Blanchard submitted her resignation on December 2, 2025, with an effective date of January 2, 2026.
Under Oregon law, when a vacancy occurs in the position of County Treasurer, the Tillamook County Board of Commissioners is required to appoint an individual to perform the statutory duties of the Treasurer until the position is filled at the next election. This process is governed by ORS 236.210(1).
After careful consideration, the Board of Commissioners appointed Debra Jacob as County Treasurer, effective January 3, during its meeting today December 31, 2025. Ms. Jacob meets all statutory requirements for the position and brings eight years of experience working in the County Treasurer’s Office. She currently serves as the Director of Financial Services.
The resignation also created vacancies in three additional appointments: Budget Officer for Tillamook County, the 4-H & Extension Service, and the Solid Waste Service District. The Board has customarily assigned these roles to the Treasurer and, consistent with that practice, appointed Ms. Jacob to serve in these capacities for the remainder of Fiscal Year 2025-2026, ending June 30, 2026.
The Office of Treasurer plays a valuable role in maintaining the County’s financial health, with statutory oversight responsibilities that span banking, receipting, GASB compliance, and tax distributions. With this transition, the Board will be evaluating the structure of the office, including its statutory and non-statutory duties, as part of its ongoing work to align County operations with the Strategic Plan Tillamook County 2024–2028.
Tillamook County thanks Ms. Blanchard for her 14 years of dedication to public service, both as an employee and as an elected official, and appreciates her assistance in supporting a smooth transition this month.
