Independent Candidate Takes Unconventional Path in Oregon Senate District 16

(ROCKAWAY BEACH, OR) — Melisa Finkle, a 10‑year investigator with the State of Oregon, is taking an unconventional approach in her run for Senate District 16: she is declining endorsements, donor networks, and party backing entirely — a rarity in Oregon legislative politics.

Her decision comes as Oregon’s voter landscape continues to shift. According to Oregon Secretary of State registration data, more than 40% of Oregonians are unaffiliated with any political party, a proportion that has climbed steadily over the past decade. Analysts say the trend reflects growing frustration with partisan structures and the influence of major donors. Finkle’s approach aligns with that sentiment, emphasizing direct accountability to district residents rather than organizations.

Oregon senators are responsible for introducing and voting on legislation, reviewing agency budgets, and serving on committees overseeing health care, housing, natural resources, and public safety. Finkle’s professional background in oversight shapes the types of bills she says she hopes to develop, including proposals related to short‑ and long‑term care safety, rural infrastructure, and emergency preparedness — issues that affect District 16’s coastal and rural communities.

Running without endorsements or major fundraising presents structural challenges. Independent candidates often lack access to party infrastructure, volunteer networks, and donor pipelines. Finkle acknowledges those obstacles but says her campaign is an attempt to demonstrate what political independence can look like in a state where unaffiliated voters make up a significant share of the electorate.

She describes her approach as a test of whether a legislative campaign can operate without traditional political leverage — and whether voters respond to a model centered on direct engagement rather than institutional support.
