Indivisible WAVES have credible information that the Alsi Resort has signed a contract with DHS to house ICE agents in Waldport. This has NOT yet come before the council — which means NOW is the moment to influence their stance before anything becomes official. Since this alert was sent out, the city of Waldport has issued a “statement.”
Regarding Waldport City’s “Rumor Control” post about ICE housing at the Alsi: It leaves out critical information our community deserves to know.
1️⃣ The City dismissed the ICE rumor based only on a verbal denial.
No written confirmation from the owners or DHS was provided. Verbal statements aren’t verification.
2️⃣ “Government MUST be neutral” is not true. Coastal cities like Newport, Yachats, Lincoln City, Florence, Tillamook, and Port Orford have already taken public stances opposing ICE. Neutrality is a choice, not a requirement.
3️⃣ The City omitted some major facts:
👉 Institutional/government housing is NOT allowed in C-1 zoning.
👉 Converting the Alsi to long-term federal housing would require a Special Use Permit.
👉 Because the property sits in a tsunami zone, coastal protection overlay, and limited-egress area, the City is required to deny such a permit.
Waldport already has the legal authority to stop ICE from using the Alsi. The City unfortunately didn’t acknowledge this.
4️⃣ Even if the rumor isn’t accurate, Waldport must act now.
Every other coastal community is organizing. If Waldport stays “neutral,” we become the path of least resistance for ICE to find a foothold on the Oregon coast.

ICE HAS NO BUSINESS IN WALDPORT
In your message, tell the City Council that you expect them to:
- Make a public statement opposing ICE on the Oregon Coast.
- Join the rest of the coastal communities who are standing firmly against ICE presence and the harm it brings.
- Commit to not approving any Special Use Permits — should the Alsi or anyone else file one related to ICE housing.
- Closely monitor the Alsi Resort and cite any zoning or code violations immediately to prevent DHS or ICE from gaining a foothold here.
WHAT TO SAY (suggested language – please use your own words if possible):
“I urge the Waldport City Council to publicly oppose ICE presence on the Oregon Coast, decline any potential special use permits connected to ICE housing, and actively enforce zoning and code restrictions at the Alsi Resort. If ICE is allowed to house agents in Waldport, I will boycott the city and encourage others to do the same. ICE has no business in Waldport.”
