Oregon Food Bank Statement on Governor Kotek’s Food Emergency Declaration; How You Can Help, Resources

EDITOR’S NOTE:  Today, October 31, 2025, two judges ruled that the Trump administration and USDA cannot withhold the emergency funding and must fund SNAP benefits during the government shutdown – https://www.opb.org/article/2025/10/31/trump-fund-snap-judges-order/  Uncertainty still remains as many SNAP reicipients received these notifications today.

There are many local community efforts underway – watch for an updated list of where to donate food, special food programs and fundraisers. The community is coming together to make sure that no one goes hungry in Tillamook County. See links below for resources and more information.

(Portland, OR – 10/29/25) — Oregon Food Bank supports Governor Tina Kotek’s declaration of a statewide food emergency. The $5 million allocation will strengthen Oregon’s food assistance network in response to disruptions to SNAP benefits if the federal shutdown continues past October 31. This action comes at a critical time, as 750,000+ Oregonians face uncertainty about how they will put food on the table.

Oregon Food Bank, our regional food banks and network of more than 1,200 food assistance sites are working to meet rising demand and move food where it’s needed most. However, no food bank can replace SNAP. For every meal we provide, SNAP provides nine. The decision to withhold these benefits will deepen hunger in every corner of our state.

We are grateful for the Governor’s leadership and for the partnership of the Oregon Department of Human Services in rapidly deploying resources to communities across Oregon. This moment also underscores the urgent need for policies that ensure everyone has access to the food they need to thrive. Hunger is not a matter of scarcity; it’s a matter of policy.

Here’s how you can help:

  • Email your members of Congress and the USDA and urge them to fund SNAP.

  • Donate today here. Oregon Food Bank buys in bulk and distributes statewide. We can stretch your dollar further. That’s why we are asking for monetary gifts.

  • Host a fund drive (use the guide on that page for tips and support).

  • While Oregon Food Bank is not facilitating small food drives, our regional and local partners may be (use OregonFoodFinder.org for contact information).

  • Visit Oregon Food Bank’s Food Finder (in 19 languages) to find food assistance sites near you or support your local food pantry. If you’d like to donate food, like canned goods, check in with your local food pantry to learn if they are accepting food donations and what they need.

  • Support the Regional Food Banks in the Oregon Food Bank Network.

Oregon Food Bank remains committed to working with state and local partners to address both the immediate need and the systemic causes of hunger.
