Five Tillamook County Cities Issue Proclamations on Providing Public Trust, Community Safety and Constitution Protections for All Citizens

Posted on March 16, 2026 by Editor

It all started with Bay City on February 10th, and then over the next month Wheeler, Manzanita, Nehalem and Rockaway Beach all unanimously passed, with significant community support declarations of solidarity to provide safe communities and care to all.  With these proclamations each city’s humanitarian spirt and support for everyone in our communities regardless of politics was on display, supporting the immigrant community, opposing the actions of ICE and constitutional rights to free speech and due process.

At all the meetings there were large crowds of local residents, at the Rockaway Beach meeting they gave the Councilors an extended standing ovation after their unanimous YES vote.

In Nehalem, according to Mayor Phil Chick, “… there was a good deal of written and oral testimony support, clearly indicating the values of the community.”

“I’m so proud of our communities showing our strength, spirit and standing together,” said Wheeler Mayor Denise Donahue.

This issue is about more than immigration and crosses all political views and political leanings. Indivisible Tillamook Coast Action has been instrumental in bridging these divides to address issues important to everyone in our community.

Many thanks to the City Councils of Bay City, Manzanita, Nehalem, Wheeler and Rockaway Beach, for unanimously passing proclamations that declare each jurisdiction a safe and welcoming community – affirming humanity, dignity, and constitutional principles.

Kudos to all who testified at the City Council meetings or submitted letters in support of passing the Proclamations. Their heartfelt words were compelling and inspirational. I’m proud to be among so many local residents who are standing up to honor the Constitution, to insist upon the safety and well-being of every resident, citizen and immigrant alike, and condemning the unconstitutional and abhorrent behavior of ICE.

The proclamations provide a framework to ensure civil protections for everyone.
