OREGON DEPT. OF LAND CONSERVATION & DEVELOPMENT (DLCD): Coastal Shoreline Stabilization Rulemaking – Applications Open to Serve on a Rulemaking Advisory Committee

The Oregon Department of Land Conservation and Development (DLCD or department) is seeking volunteers to serve as members of a Rulemaking Advisory Committee (RAC) for a rulemaking effort focused on coastal shoreline stabilization. Coastal shoreline stabilization is the process of managing the shoreline along the ocean, estuaries, or coastal lakes against erosion and flooding impacts. The rulemaking will be focused on defining and directing the use of land use management practices and shoreline stabilization methods to mitigate the impacts of flooding and erosion across coastal landscapes. These rules will be guided by Senate Bill 504 from the 2025 Legislative Session as well as the existing requirements of Statewide Planning Goals 16 (Estuarine Resources), 17 (Coastal Shorelands), and 18 (Beaches and Dunes). 

The department is seeking coastal community members and other experts to serve on a RAC. RAC and DLCD staff will focus on developing new rules defining and directing the use of coastal shoreline stabilization across coastal landscapes. DLCD is asking interested community members and other specialists to help staff develop these rules which will go before the Land Conservation and Development Commission for their consideration of adoption in 2027.

Deadline to submit RAC applications is 11:59 p.m. on July 22, 2026.

Rulemaking Advisory Committee: Members of the RAC will provide guidance and suggestions during the development of new rules and the fiscal impact associated with the proposed rulemaking. Meetings will be held via videoconference. There will also be optional field trips to coastal locations between RAC meetings. The following are the primary responsibilities of each RAC member:

  • Make a good faith effort to attend all RAC meetings between September 2026 and May 2027
  • Review all meeting materials ahead of RAC meetings.
  • Represent their interest(s) and participate fully in discussions to advise DLCD on proposed rule language and fiscal impacts of the proposed rule.

DLCD is striving to ensure this RAC reflects the interests and stakeholders that could potentially be impacted by the proposed rule. Because this rulemaking is specific to the Oregon coast, we are looking for members who live, work, or have a specific interest in the coast. The department has defined these priority interests for recruitment for the RAC:

  • Coastal engineering professionals
  • Habitat restoration professionals
  • Recreation organizations
  • Environmental organizations
  • Tribal representatives
  • Landowners or managers
  • Coastal small business
  • Public works
  • Private coastal landowners
  • Coastal Realtors
  • Tourism organization
  • Insurance professionals
  • Emergency managers
  • Land trust or watershed council
  • Fish and wildlife professionals
  • State agency representatives
  • Local government officials
  • Coastal land use planners
  • Community-based organizations
  • Representatives who serve or are members of the historically marginalized populations
  • Youth (under 25 years) or representative of youth serving organization
  • Academic researchers or Sea Grant/Extension

DLCD staff will review applications and make decisions for RAC appointments in late July 2026. All applicants will be notified of the department’s decisions after that time.
