County Short Term Rental Committee to Consider “Caps” in Final Two Meetings
The
STR Advisory Committee will meet twice more to finalize its recommendations for changes to the county STR rules. Despite progress on issues like required signs, parking spaces and occupancy limits, some of the thorniest issues remain unresolved. These potentially include “STR growth management tools” such as
“caps” on the percentage or density of STRs (countywide or by locality) and
limits on the transferability of licenses to new owners (by sale or inheritance). Here is a mark-up of their work to date:

The remaining meetings are scheduled for
Tuesday, April 18, from 9:30 a.m. to 4:00 p.m., and
Tuesday, May 9 from 9:30 to 4:00 p.m. at the
Port of Tillamook Bay offices and may also be attended remotely. For more details, see the
Short Term Rental Advisory Committee Website . The County Commissioners plan to hold at least two public hearings to consider and act on the Committee’s recommendations before the current “pause” on new STR applications expires on
July 1, 2023. We’ll report the dates when known.
Oceanside Coalition Announces New Name & Community Workshops
The group previously known the
Oceanside “Coalition” is now the
Oceanside Action Partnership (OAP). (The group is independent of the ONA.) We previously outlined the group’s initiative in the
March 26, 2023 Issue of The Oceansider . Its goal is to form a 501(c)(3) organization that would facilitate and coordinate grant applications to the County Commissioners for TLT-funded projects (and others) pursuant to a community-based development plan. County officials report that Netarts-
Oceanside STRs collected and paid more than $700,000 in TLT revenues to the county in 2021 and again in 2022.
The OAP has scheduled its first Community Workshop on May 24, from 2-4:30 p.m. at the Oceanside Community Hall. It will be led by Nan Devlin, Executive Director of the Tillamook Coast Visitors Association, and will focus on initial steps for forming the 501(c)(3) and developing a community development plan. In the meantime, the group is preparing its application to the IRS for 501(c)(3) status and is also building a website. www.oceansideactionpartnership.org. The second meeting is scheduled on June 12, from 2-4:30 p.m. (same location) and a third meeting is tentatively planned for mid-July.

Nominations are Open for ONA Officer Elections
The
Oceanside Neighborhood Association (ONA) is
formally recognized as our
Community Advisory Committee (CAC) on land use issues and other matters of interest to the community. Most Tillamook County unincorporated communities have CACs, and the ONA is viewed as one of the county’s most organized and effective. Pursuant to its
Bylaws, the ONA is led by a Board of Officers consisting of President, Vice President, Secretary and Treasurer. They each serve a
one-year term from July 1 to June 30 and will be voted on at the
ONA Annual Meeting and Elections, currently scheduled for
Saturday, June 3, 2023. Nominations are gathered and reported to the ONA membership by a 5-person
Nominating Committee which, so far, includes Oceansiders Bruce Jaeger and Cynthia Miller. To nominate yourself or others for an office (getting permission first is recommended), send an email to
oceansidefriends@gmail.com, and it will be forwarded to the Board and Nominating Committee. The current ONA Officers are President: Sharon Brown, Vice-President: Jerry Keene, Secretary: Carol Horton and Treasurer: Mary Flock. It is not yet known if any or all of them will run for re-election.
Oceanside Steps Beach Access Railings and Planks to Return in early May
The railings and cement planks at the base of the Oceanside Centennial Steps beach access were removed and stored last fall to avoid damage from winter storms. Tillamook County Public Works Director Chris Laity reports that they are scheduled to be replaced sometime soon after Memorial Day for the busy summer season.
County Approves Emergency Radio Tower for the Fire Department
On
April 3, 2023, the County approved a request by
Netarts-Oceanside Fire District to locate a wireless communication tower near its Emergency Operations Center at the Netarts-
Oceanside Sanitary District compound above the Village. Chief Carpenter shared that the 40-foot tower will facilitate
critical radio communications between emergency personnel in Netarts and
Oceanside during emergencies. He estimated construction costs at
about $10,000 to be shared by the Fire District itself and the
Netarts-Oceanside Firefighters Association (its volunteer auxiliary organization).
