TILLAMOOK POLICE DEPT.: Search Warrant Targets Suspected Organized Criminal Activity at Pearl Spa as Part of ODOJ Partnership with Tillamook Police

The Oregon Department of Justice (ODOJ), working in partnership with the Tillamook Police Department, Tillamook County Sheriff’s Office, Oregon State Police, and Tillamook County District Attorney’s Office, conducted a search warrant at Pearl Massage, a massage business located within the City of Tillamook.
The search warrant follows several months of investigation and surveillance related to suspected illicit activity at the business. The investigation is part of a broader partnership between ODOJ and local law enforcement agencies aimed at identifying and disrupting organized, multi-jurisdictional criminal activity.
“Illicit massage businesses can be associated with human trafficking and the exploitation of vulnerable people,” said Tillamook Police Chief Nick Troxel. “We have no tolerance for individuals or organizations that profit from exploiting others. At the same time, we recognize that some of the people found working in these environments may themselves be victims. They deserve to be treated with dignity, compassion, and provided an opportunity to connect with resources and support. Our focus is on protecting victims, holding offenders accountable, and keeping this type of criminal activity out of Tillamook.”

“Public safety partnerships like this one with Tillamook County help us shine a light on underground criminal networks and organized crime,” said Attorney General Dan Rayfield. “By combining our investigative resources to dismantle the networks behind these criminal operations, we’re able to hold offenders accountable, protect our neighborhoods, and get trafficking victims the support they need.”
On August 27, 2026, investigators executed a search warrant at Pearl Massage on North Main Avenue in Tillamook. The search resulted in the seizure of more than $4,600 in cash, along with additional evidence investigators believe is associated with prostitution and other unlawful activity.
Deng Shuyuan, a 55-year-old female, was arrested in connection with the investigation. The owner was not present and will be cited for operating a business without the required license within the City of Tillamook. Investigators also worked to identify individuals who may have been victims of trafficking or exploitation and connect them with appropriate resources and services.
The property owners have been notified of the law enforcement action and have indicated they intend to begin the process of removing the business from the property. This investigation is connected to a broader effort targeting suspected illicit massage businesses and organized criminal activity across multiple Oregon jurisdictions, including recent enforcement actions in Washington and Lincoln counties.
The investigation remains ongoing, therefore there will be no further information released at this time. All individuals arrested or cited are presumed innocent unless and until proven guilty in a court of law.
